Colleges can offer a wide variety of approaches to post-16 citizenship, including accredited and non-accredited programmes and often a combination of both. Case study

Merton College is a large further education college in south London that offers a range of vocational, academic and basic education courses up to Level 3. Merton College’s citizenship programme has given students a stronger voice both within the college and the borough. Students take part in a range of citizenship activities through tutorial programmes, college parliaments and conferences. Students taking English as a second or other language (ESOL) courses follow a specially developed citizenship programme that gives them a basic knowledge of British life and encourages them to get involved in college life.

Examples of approaches to citizenship provision

  • Learner involvement in decision-making and representative structures, eg students’ unions and councils.
  • Dedicated citizenship qualifications (see below)
  • Integrated into other taught programmes or qualifications,
    eg General Studies
  • Group tutorial programmes
  • Specially written courses or units for citizenship
  • Voluntary community action and campaigns
  • Special events, eg conferences and debates
  • Individual or group research projects

  • AS level Social Science: Citizenship
  • From 2008, a revised AS level specification and full
  • A-level in Citizenship Studies will be available
  • Level 3 Active Citizenship qualification currently being piloted
